To utilise them skilfully in writing history requires a knowli dge of the best works of history written by famous historians of ancient and modern times and a knowledge of the history of the rest of India of other countries and of the world %is a whole. [...] The recent and scathing denuoiation of the work of the department by Leonard Walley exaggerated and ill-conceived as it is in some respects was only the natural consequence partly of the more or less systematic distrust of local talent that inared the administrative arrangements of the deqartinent and partly of its continuous starvation for funds and personnel.
