A University thus consttutes the visible manifestation of the activities of the State in the domain of the highest grades of education for the benefit of the people. [...] I trust some gifted historian of education will narrate the romantic story of the usurpation of the academic territory by the wise schoolmen of the Middle Ages their displacement by the learned professors of the Humanities the unwecome intrusion of the iconoclastic devotees of theADDRESS BY SIR ASUTOSH MOOKERJEE 15 physical and natural sciences on the scene and the entry almost in our own g [...] And though not a direct concern of the University the fuller equipment of the Collegiate High Schools and especially provision for relieving the Central College of the duty (temporarily undertaken) of finding room and means for the teaching of Science to the Bangalore High School classes are matters seriously affecting the interests of the University students. [...] And it is our earnest hope that with the zealous and disinterested labour of the able band of Professors and Teachers with which the generosity of Yoar Highness' Goverment has staffed the University and continuous assiduity of an ever increasing number of enthsiastic students we shall more and more deserve a worthy place in the company of the older and larger Universities of India some of [...] That time is long past when the duty of the Government of a country was supposed to consist mainly in keeping peace and order an idea which was born of the times when the people were deemed to exist for the Government and not the Government for the people and when Government was regarded as an outside force and not an organization of the will and resources of the people for the advancment of t
