An Act further to amend the Ajmer-Merwara Municipalities Regulation 1925 for the purpose of lowering the educational qualifieration entitling a person to be enrolled as an elector. [...] In the interests alike of the safety and convenience of the public and of the development of a co-ordinate system of transport much closer control is required than the present Act permits and it is necessary to take powers to regulate transport. [...] "The question of the co-ordination of road and railway and the methods by which the object can be secured consistently with the public interest has engaged the attention of the Government of India for some years past. [...] In the following year a Bill was framed to give effect to these recommendations which was approved by the second Transport Advisory Council who also recommended a complete overhaul of the Act of 1914 at an early date and the appointment of a committee to enquire into and report on the subject of compulsory insurance of motor vehicle.
