The Committee may with the approval of the State Government make regulations for conducting its business and may act notwithstanding any vacancy in the office of any member other than that of the President: Provided that the quorum for a meeting of the Committee shall be two members one of whom shall be the President. [...] (I) The salary and allowances of the President the allowances of other members of the Committee the remunertion of the Administrative Officers and other staff and such other expenses as may by incurred by the Committee in the exercise or discharge of any of its powers duties and funtions under this Act or the rules made thereunder in respect of inT evacuee property shall be defrayed out [...] Act (Sections 20 21.)
