It was on the basis of that promise and the assuance that all efforts would be made to secure a general agreement that the opponents of the bill agreed to the completion of the first stage of its consideration. [...] It upset all the calculations of the opponents by wresting the intiative which the latter believed to havt.i captured in allowing the establishment of the Federal Republic of Germany The onus of splitting up Grrmany having formally fallen on the western Powers thanks to their own action the Russians set up a Government of Eastern Germany.
