The resolution is in the form of a recommendation to the Security Council of the United Nations and assures the latter of the full support of the participating Member-States in any action that it may take against either party not complying with any recommendation made in pursuance of the resolution. [...] The problems raised by this necessity are: firstly that of comprehension as fully as possible of the ideas and ideals which led to the tranformation and secondly of having the necessary will to carry on the activities most of which were hitherto conducted now in the absence of the apparatus of a party. [...] But the two must go together and become the content of the life of the individual Radical so That the movement may grow in the direction of the ideal that it aims to realise. [...] The absence of the aforementioned spirit in the statement is the logical outcome of the rejection of the politics of and for power and of the organisation of a political party. [...] ITH the exception of the politic1Y conscious and critical m observers of contemporary developments :in India the vast rkiiIk of the people has adopted an attitude of total indifferencef to the framing of the fundamental law of the land.
