[...] So far from challenging the claim of the Congress to speak on behalf of the exploited masses the Communists accepted that claim provided the similar claim of the Muslim League was also somehow accomodated. [...] The change was brought about by the policy of the established Government which made it clear by a series of pronouncements gestures - and surrenders that the Congress leaders are the would-be rulers of the country. [...] with few avenues of publicity having no previous experience of elections and wit-h a comparatively small band of workers—small because the Party is the youngest in the country—they faced the terrorisation and hooliganisth of a powerful enemy backed by all the vested' interests and the entire press and favoured by the established Government machinery. [...] The lesson of the election that the Congress is a Fascist organisation enemy of the people must be vigorously brought home to the rural masses who during the election campaign rallied under the banner of the R.D.
