Unfortunately it was not possible to obtain within the short time at the disposal of the party the coperation of a sufficient number of elders to form a regular Lodge but the Order has a distinguished representative in Agra in the shape of Rai Bahadur Lala Baij Nath and we may rest assured that he will soon gather round him young men willing to serve their country and to train themselves fo [...] Later on it may be possible to extend more widely but the organization has first to be made workable and efficient and to do this we must have the best material available to give as it were the tone and impulse essential to all new movements.12 SONS OF INDIA [NOVEMBER In the course of an article in the November C. H. C. Magazine descriptive of the Benares festivities in honour of Mrs. [...] They must not think that the drawing up of a constitution or the appointment of officers or the mapping out of a scheme of work means the starting of a movment. [...] In the first place every candidate must be admitted by some officer of the Order—of the rank of warden or of some superior office and so in places in which there is no officer it is necessary either to invite the nearest officer to come to perform the usual ceremony or to send a few people for admission to a centre in which a Lodge exists. [...] Sometimes a meber may bear the double burden of Chapter member and of warden —as many are doing in Benares at present—for it must be remembered that a person of a higher rank can always if need be take office in the lower ranks and many like to take part in the active life of a warden so as to be in direct touch with the young men and to work with them.
