[...] The second period is the active service from the 22nd to the 26th year which is served in the cadres with the terrtorial troops "outside the troops ' or in accordance with the provisions for students of higher educational institutes. [...] They are to proclaim the iColonel Beck troduction of the Soviet system into their territories ; to incorporate the territories in the Soviet Union ; to epropriate the large landowners and to distribute the land among the peasants ; and to nationalize the banks and largscale industries. [...] The origin of the Cossacks goes back to the time when the Tsars of Muscovy and the Kings of Poland built forts to protect the agricultural population from the depredtions of the lawless tribes roaming the Steppes and maintained regular troops to man them but these were not the Free Cossacks known to history and romance.
