Summary

No method has yet been found for the wise delegation of the Prime Mjnister's responsibilities; and yet the opportunities for such delegation should be large: For example he should be able to leave the problem of the cost of living to the Finance Minister with merely the overiding command that the urban cost of living must be reduced to its March 1952 level in the first instance. [...] It is in the cities and the towns and in the inadequacy of current economic policies of the Central Government to meet the new challenge of unrest in the middle classes. [...] It may even be that the West Bengal Government has a strong vested interest in the enhancement of the Company's reserves; it is no secret in Calcutta that the West Bengal Goverment contemplates the taking over of the tramways on the expiry of the current lease. [...] The latest is the purge in Azerbaijan of M. Bagirov who has been accused of grave violations of his duties." Till now he was regarded as the "strong man" of the area; after having been a party boss he became Premier of the Republic and one of the four alternate members of the Presidium of the Central Committee of the Soviet Communist Party.
