Summary
So far as India is concerned the acceptance of India's special responsibility for the security of the portion of the State included in the Union has received more prominence here than the means to bridge the gap that remains. [...] The fact that the membership did not exceed four (with the addition of Pakistan after 1947) in spite of the emergence of new tea producing countries in the international maket was a reflection on the ability of the Board to function effectively so as to promote directly the iterests of the producing countries in the export market. [...] 33The gift subscriptions will be in force for only the period of the original gift; they will not be open to rnewal at the same rate in respect of the same recipient of the gift. [...] In the nature of things perhaps a more protracted course would have been pursued but braes urgency for settlement necessitated by the state of her economy and the successful persuasion of the Bonn Government by Western powers to conclude the talks hastened the signing of the agreement. [...] The full terms of the agreement which have not been released to the Press thus far alone can enable a proper assessment of the effect of the reparations on Israeli economy and the drain they will impose on the resources of Western Germany.
