If the more or less well-settled demands of the sterling area are met and if the asprations with which the Indian constitution is brought into force are realised the Act of Valediction may turn out to be one of the early stages in the development of the largest free and the largest trading community in the world. [...] Whether it is the proclamation of emergencies the issue of Ordinances the exercise of the powers of clemency or command over the defence forces the President is no more than the symbol through which the Executive of the day will exercise its responsibility. [...] The 'Atharva Veda speaks of kings being elected by Samitis; the Arthasasthra gave an exalted place to the Council of Ministers and even refers to the verdict of the Cabnet as the opinion of the majority; Medatithi the most famous of the commentators on Manu and Kulluka the most subtle alike refer to the fact that the people were only bound to obey lawful orders of the king; and while the N [...] The known device for enforcing a check on the tyranny of the executive is the concept of the Rule of Law and the Indian Constitution has provided for the maintenance of the Rule of Law in Articles 19 to 22 which guarantee the individual's liberty. [...] The quickness with which the concept of the Rule of Law has caught up in this coutry—with its implication of the citizen's intrepidity in challenging the state to render an account of its action and of the courts' readiness to come to his rescue—is the most assuring indication for the future of our libertie.:.
