It may be noted in this connection that in England recruitment to the clerical class is from among boys at 16 to 17 and among girls at 16to 17k and that the syllabus of the examination is framed v ith reference to the standard of development reached at the end of the intermediate stage of a secondary school course. [...] The experience of the twenty years that have elapsed since the publication of the report of this comission has only confirmed the truth and the strength of the conclusions arrived at by it. [...] Practically all the development in the teaching of reading that has taken place in the last 30 years (and this development is more revolutionary than the development of the teaching of any other formal subject) was dependent on the improvement in knowledge of what the eye does when we read. [...] The viewpoint of what the purpose of examintions is needs thorough revision The external examination is not in the hands of the teacher and it seems as if the external examination will in the future not be permitted to occupy thu dominating position it has been holding. [...] Then one of the pupils reads aloud the lesson while the teacher and the rest of the pupils in the class listen their eyes following the correponding lesson in their own books.
