Ranade said ; The subject of revising the rules for the reconition of Institutions affiliated to the University came up before the Syndicate in the first half of the last year when it was proposed to withdraw the recognition given to an Institution on the ground that it had not been started long after the recognition by the Senate had been given. [...] The inquiries made about the practice of other Indian Universities elicited the fact that in Calcutta the power of affilition rests under the sanction of the Governor-General of India in Coucil with the Syndicate and that the power of withdrawal of such affiliation rests with the Senate which body however has to act on the recomendation of the Syndicate and with the sanction of the Go [...] The affiliation there rests with the Syndcate and Government exclusively and the Senate has no voice in it though it has a voice in the matter of withdrawal.: The Madras.rules state that the power of affiliation rests with the Syndicate as in Cacutta subject to the sanction of the Governor in Council in Madras and the power of withdrawal also rests with the. [...] In the Allahabad and the Punjab Universities the power of affiliating Institutions rests with the Syndicate subject to the sanction of the Chancellor and the power of the withdrawal rests with the Syndicate subject to the sanction of the local Government. [...] In the first rule the only change made is the substtution of the word affiliation " for " recognition." The word " affilation" has obvious advantages as it suggests the relation of mother to child between the University and the Institution recognized ; and now that recognition requires the sanction of Government the word " affilation" seemed to represent the proper function of the Univ
