Under the existing law the Magistrate can when proceedings have been instituted on coplaint at any time before the framing of the charge discharge the accused on the ground of the absence of the complainant only in casts which may be lawfully compounded. [...] His review of success of the experiment initiaed by Lord Ripon is quite fair and based on the Report of the Decentralization Commission and the Resolution of the Government of India of 28th April 1915. [...] We are very glad to find that Sir Henry Wheeler is not at all pessimistic about the future possibilities of Local Self-Government' and is disposed to regard it as a stepping-stone towards the fulfilment of the desire of the people of this country more largely to control their own concerns." It is indeed a very healthy sign of the times that an official in the position of Sir Henry Wheeler should [...] 283 should be entitled to a share in the proceeds of the immoveable property of the deceased unless he brought such payment into account for the benefit of the other creditors: Now however as by Act VI of 1881; the woring of sec. [...] Time was taken to consider that question and the District Judge having informed himself of the rule in force returned the appeal for prsentation in the prefer Court the Court of the Subordinate Judge.
