The conclusions of the committee will have far-reaching conse- quences and the progresS of legislation based on such con- clusions will be by no means smooth unless the committee inspires the general confidence of the public from the outset. [...] If the ministers are acting contrary to the, wishes of the Legislature's vote of want of con- fidence by the Legislature will be the remedy as the ministers will then be removed by the Governor as directed by the instrument of instructions. [...] The pros and cons of the question of the right of an occu- pancy raiyat to transfer his holding are fully discussed and the writer has come to the conclusion that the matter should be set at rest by the Legislature. [...] The question of adjournment is of course in the hands of the mem- bers assembled as in the case of t other meetings. [...] The first' piece of All India Legislation for amending the law regarding the appointment and re- muneration of pleaders in the Courts of the East India Company was passed on the 7th January 1846.
