The young science of geopolitics is bearing striking testimony to the effect of the earth, the bare earth, and the air above the earth, upon men's actions and the shape' of our total society. [...] He expresses the view that the huge estuary of the Rio de la Plata, the fertility and flatness of the plains, and the foot-hill environment of San Rafael, Mendoza, San Juan, and other cities of the Andean foot-hills have affected the charac- teristics of these sections quite as much as the climate.
