A. I'OR PURCHASE OF FOODGRAINS The Minister of Finance (Shri C. a Deshmukh): I beg to lay on the Table a copy of the Agreement dated the 15th . Tune, 1951, between the Government of India and the Government of the United States of America on a loan,of $190 million to Indiefor the purchase of two million tons of food-grains from the United States of America. [...] In the first place, when a permanent Tariff Commission is going to be appointed for the first time, a year or so will be taken to form the establishment, settle the method of work and to get the personnel who re to work in subordination to this Tariff Commission. [...] "(4) To every whole-time member of the Commission ceasing to hold the office of a Tariff Commissioner, a proportionate pension at the rate of 1/30 of the monthly salary of the member concerned for each year of service as such member, and not exceeding 1/3 of the average monthly salary of the member concerned, or, in the alter- native, at the option of the mem- ber concerned, a gratuity at the rat [...] But I submit that the period of renewal or extension need not necessarily be the full period of five years, but it may be fixed according to the circumstances and the capacity of the individual, as may be found neces- sary, after working for the first five years. [...] It has been the purpose of the Government and it is also the recommendation of the Fiscal Commission that the Tariff Com- mission should be a sort of quasi- judicial and permanent body.
