The son of the Newab Sir Malik Mohamed Hayet Khan Noon , a member of the council of state , he was educated at Chief ' s College , Lahore , and Wadham College ( Oxford ) and became Advocate of the ??hore High Court in 1918 . _x000D_ During the years 1927 - 31 he was Minister for Local Self Government , Medical and Public Health and has been a member of the Punjab Legislative Council since 1921 .
