Motta, President of the Swiss Republic declared the capitulations Conference open in the Palace Hotel, Montreaux, Switzerland, Mustapha Nahas Pasha, the Egyptian Prime Minister, tabled a draft convention between Egypt and the Capitulatory powers abolishing the capitulations by which certain states enjoy special legal Privileges in Egypt.
