The National Statistical Office of the Ministry of Statistics and Programme Implementation, Government of India, initiated the Periodic Labour Force Survey (PLFS) in April 2017. The first annual report was released in May 2019. This third annual report was released on July 23, 2021. The survey provides estimates for indicators such as the labour force participation rate (LFPR), the worker population ratio (WPR), and includes data on the employment status of workers and the sector (agriculture, secondary or tertiary) they work in. It also supplies data on the unemployment rate (UR) in the country. Data is calculated as per both usual status or “on the basis of the reference period of the last 365 days preceding the date of the survey” and current weekly status (CWS), that is, “on the basis of a reference period of last seven days preceding the date of survey.” The data collection for this annual report covered the period of July 2019 to June 2020. The survey for this report covered 418,297 people (240,231 in rural areas and 178,066 in urban areas) from 100,480 households (55,291 in rural areas and 45,189 in urban areas) across the country except villages of the Andaman and Nicobar Islands. The 721-page document contains three chapters: Introduction (Chapter One); Concepts and Definitions (Chapter Two); and Summary of Findings (Chapter Three).
