Following a notification by the Ministry of Home Affairs, Govt. of India in the year 1999, and a draft of the proposed All India Gurdwara's Bill was sought to be prepared under the Chairmanship of Chief Justice Harbans Singh (Retd). This document contains the draft of this bill. It includes definitions and specific provisions for all the issues concerning jurisdiction, management, eligibility of elected members and voters, administration. The draft is quite clear, gives specific guidelines and leaves no ambiguity of any kind about the fundamental organs of Sikh Gurdwaras. It reflects the legal caliber of its drafting panel as well as their clear understanding of Sikh sentiments and aspirations. The language used, though legal and technical, leaves no scope for any doubt and controversy
