Before the partition of India actually took place in 1947, a boundary commission headed by an Englishman Radcliff Cyril was appointed by the British government for the determination of the international boundary between India and proposed state of Pakistan. The present volume contains a memorandum submitted by the congress party putting forth its suggestions for the division of Punjab. It suggested that besides the principle of contiguity, population density of Muslim & Hindus/Sikhs in various districts of Punjab, the commission should also take into account other factors as well such as canal system, minerals, railways network, and other religio-cultural factors. This report was prepared to safeguard Hindu/Sikh interests and for the equitable distribution of national/state assets.
