The Committee the appointment of which had been rcommended by the Franchise Sub-Committee of the Indian Round Table Conference was constituted under your instructions in Deceber 1931 within a few weeks of the adjournment of the second session of the Conference. [...] In the three months which elapsed between that date &nd the aignature of the report we visited every province in India with the in 4 eeption of the Ceral Provinces and ASSall; and paid a second *fat the United Provaices which owing to the shortness of the notice given had been unable to complete its investigations of the problems2 Pazr. [...] But we had the advantage of valuable evidence from members of the Council of State and of the Legislative Assembly on the occasion of our visits to Delhi ; and we took the same opportunity to' ascetain the views on the matters under our consideration of representtives of a number of All-India associations. [...] You -told us in your letteraf the 29th December last that it was not our function to attemft a settlement of the communal problem but you added that it was clear that the question of communal electrates and the connected question of apportionment of seats in the legislature to the several communities must be settled before we could undertake the task of preparing a detailed scheme for the com [...] " In hE letter of instructions to the Franchise Committee the Prime Minister ibbserved :—" To your Committee His Majesty's Government will look for complete and detailed proposals on which to base the revision of the franchise and the arrangement of consttuencies for the new legislatures central and provincial which are to form pert of the constitution envisaged in the statement to which I
