The increase in the former was mainly due to the payment of the arrears of pay as a result of the revised scales which were paid during this year and that in the latter due to this as also to the fact that the District School Boards did not receive their normal share of the Local Fund cess from the District Local Boards and their contribution from the non-authorised Municipalities in several cases [...] This is due to the increase in the expenditure on salaries and allowances on account of the refixation of the pay of some of the teachers in the East Khandesh and Surat districts.
