The owner or occupier of the holding in respect of which the connection is required must pay the entire cost of the connection including the supply and fixing of the fittings referred to in rule 7 and must also pay the cost of such alterations in or repairs to roads drains sewers gas or water mains or pipes and the cost of such other works as may be necessitated by or result from the wo [...] The size of the ferrule and the diameter of the communication-pipe referred to in clauses (a) and (h) of rule 7 and the number of taps shall be fixed in accordance with the annual valuation of the holding as follows :— Annual valuation of holding.
