If the standard of life of the people is to be raised more nearly to what it ought to be then full use must be made of all the gifts of nature whether they are found on the surface of the earth or below it or even above it in the air. [...] On this problem the authors of the memorandum wrote: "During the greater part of the planning period however financing of economic development by means of 'created money' on this scale is likely to lead to a gap between the volume of purchasing power in the hands of the people and the volume of goods available. [...] And the impoverishment of the area from which the soil has been eroded is out of all propotion to the benefits derived by deposit of the soil in supension in certain spots in the plains. [...] The total area of the upper Damodar the hilly part of the middle Damodar and of the Barakar which feeds the Damodar is 7 zoo square miles. [...] The water is puped into the plant from one side and after extraction of the dissolved magnesium salts is run into the sea from the other shore of the peninsula so as not to dilute the water on the intake side.
