He has had the courage in effect to admit the mistake involved in the excessive deflation at the end of 1951 and the beginning of 1952; his concern on the cost of living today is very different from the abruptness with which the food subsidies were removed :at the end of March 1952. [...] The effect of high prices in the Indian economy is almost always a rise in inventories a reduction in the stanard of life of the people and a reduction in the capacity of industry to invest. [...] like for eample the independence of the judiciary the position of the Auditor-GemTai and the Election Commission or Of the other safe.c.tuards and guarantees the essence of which was that they should be honoured i.s such. [...] The volume of this congestion cannot but keep on rising in view of the time element entailed in the development of railways coupled with the additional demand to be generated in the course of the execution of the Plan. [...] Since the provisions of the Bill would apply both to the public and the private sectors it is quite enough to consider it on the basis of the relief to the labour affected.
