The errors in the Planning Commission's estimates are by no means to be regretted although they must seriously shake the confidence of the country in the competence of the Secretariat of the Planning Comission and the Planning Commission itself. [...] Krishnamachari speaks for himself but the admission that the Plan was not conceived in terms of employment as well as his criticism of its transport limitations indicates that another of the Ministers of the Government of India accepts the obsolescence of the Plan. [...] The State shall in particular direct its policy toward securing (b) that the ownership and control of the material resources of the community are so distributed as best to subserve the common good; (c) that the operation of the economic system does not result in the concentration of wealth and means of production to the common detriment; Here in a nutshell is the basis of the philosophy of soci [...] If the ultmate achievement of the higher rate of saving of 20 per cent assumed in the Plan involved a minimum of inequality of incomes should taxation policy meawhile proceed on the assumption that the reduction of equalities is an absolute principle of social policy under the Constitution? [...] The Government and the Rumanian Communist Party have decided to reduce the share of the national income to be allotted for new investment to 27.8 per cent and to increase to 72.2 per cent the share available for the satisfaction of the material and cultural needs of the workers.
