No method has yet been found for the wise delegation of the Prime Mjnister's responsibilities; and yet the opportunities for such delegation should be large: For example he should be able to leave the problem of the cost of living to the Finance Minister with merely the overiding command that the urban cost of living must be reduced to its March 1952 level in the first instance.
