Even when the food subsidies were removed and obvously the General Index was unsuited to the measurment of the effect of these measures some exponents o official policy chose the General Index as proof that the inflationary influence of the removal of the susidies was not as great as advocates of the subsidies prophesied. [...] But the insistence on safeguards and the implied reference at the fag-end of the announcment to the integrity of the French Union had better been omitted in the interest of a frank and free atmophere at the conference talks. [...] The omnibus authoriation asked for rests on the principle that where the grant of aid is not in dispute executive authority should be vested in the President to meet the ends of the rquirements of the emergency. [...] Once the decision is made by the President ostensibly in reponse to the request of the country in need to grant the aid the terms on which it is to be provided are to be settled expeditiously on the merits of each case. [...] In spite of a small increase in the vacancies notified to the emploment exchanges and a fall in the number of persons registered for employment assistance the number of unemployed registrants still requiring employment asistance at the end of the month was 466 228 as against 455 417 in the beginning of the month.
