During the last two years the issue of the Sudan has been regarded as the major obstacle to an Anglo-Egyptian accord on the question of the defence of the Suez Canal because of the ucompromising Egyptian claim of the title to sovereignty over the Sudan. [...] But the most potent cause responsible for reducing the spending capacity of the middle and lower classes was the withdrawal of the food subsidy this year and the consequent inflation of the cost of living. [...] The assumption made in the Plan about an increase of 10 per cent in railway freight traffic at the end of 1955-56 seriously errs on the low side and a failure to supply transport capacity of greater order cannot but retard the progress of the implementation of some at least of the projects in the Five-Year Plan. [...] The relevant parts of the agreement make the following provision: The Egyptian Government will bear part of the cost of the dam at Owen Falls which is necessitated by the raising of the level of Lake Victoria and by the use of Lake Victoria for the storage of water. [...] It will bear the cost of compensation in respect of interests affected by the implementation of the scheme or in the alternative the cost of creating conditions which shall afford equivalent facilities and amenities to those at present enjoyed by the organizations and persok_ affected and the cost of such works of reinstatement as are necessary to ensure a continuance of the condtions obtain
