[...] The following appear to be the considerations which may govern this policy : (1) The prospect of finding a place in the world market (2) The provision of cheap quinine or of a cheap and abundant febrifuge other than quinine for the masses (3) Imperial policy of making the Empire independent of foreign supplies (4) The prospect of establishing a remunerative local industry behind a protective wall.
